Why does my converted document have no text?

The PDF is a scan — a photograph of pages rather than real text. Run it through PDF OCR first, then convert the result.

Will images and exact layout carry over?

No. The converter rebuilds the text structure — headings, lists, paragraphs. Images, columns and decorative layout are simplified, which is usually what you want for editing.

Is this the same as Word's own PDF import?
